Electronic Administrative procedures: To obtain a license related to private medical activity, the user of the service first creates an electronic cabinet on the "Licenses and Permits" portal by accessing www.lisenziya.gov.az through a strengthened electronic signature and selects the appropriate type of activity in that electronic cabinet. In the application window that opens, certain information required by the "Licenses and Permits" portal is taken from relevant information systems and reflected, the application form is automatically formed by the system. If the required information is not available in the information systems, scanned copies of relevant documents are attached to the application and confirmed by the user with an enhanced electronic signature. The system checks the completeness of the data and after confirmation, the data is sent by the user. The application is registered on the portal in real time and a notification is sent to the user. In the event that defects are discovered in the electronically prepared application and the documents attached to it, which can be eliminated and do not lead to a refusal to grant a license, information is sent to the user through the portal about the elimination of those deficiencies and the legal consequences of non-compliance with formal requirements no later than 5 working days. The information sent to the user's electronic cabinet is confirmed by the enhanced electronic signature of the relevant official of the Ministry of Economy. At this time, the flow of the period related to the issuance of the license is suspended, and the suspended period is not included in the period of issuance of the license. When the user eliminates those deficiencies within 10 working days, he sends the data (documents) confirming this to the Ministry of Economy through the "Licenses and Permits" portal. The user confirms the information about the elimination of defects with a strengthened electronic signature. After the applicant's request to eliminate the deficiencies, the period is restored. If the user does not eliminate the deficiencies within 10 working days, the Ministry of Economy adopts an administrative act on keeping the application pending and sends the information about it to the user's electronic cabinet through the portal within 2 working days. If no deficiencies are found in the application and the documents attached to it, or if the identified deficiencies are eliminated within the above-mentioned period, the Ministry of Economy applies to the Ministry of Health through the "Licenses and Permits" portal to receive an appropriate opinion on the issuance of a license. At the Ministry of Health, the application is considered within 7 working days and answered through the "Licenses and Permits" portal. With the justified request of the Ministry, that period can be extended for a period not exceeding 20 days. This period is not included in the period of license issuance. Also, in cases where it is considered necessary, the compliance of the mentioned object of activity with the information specified in the documents attached to the application for obtaining a license and the requirements of the type of activity is evaluated on the spot. If there are reasonable doubts about the authenticity of the documents attached to the application for granting a license and the correctness of the information in them, the Ministry of Economy issues a request to the relevant authorities and enterprises through the "Licenses and Permits" portal to eliminate such doubts. Also, when the licensing body applies to the relevant state body regarding the involvement of an expert or specialist, that state body must present its expert or specialist within 1 working day. The time limit for obtaining an expert opinion or expressing an expert opinion should not exceed 5 working days. This period is not included in the period related to the issuance of licenses and permits. In case of refusal to issue a license, an administrative act based on this is sent to the user's electronic cabinet through the "Licenses and Permits" portal within 2 working days after confirming the enhanced electronic signature of the relevant official of the Ministry of Economy. When a decision is made to issue a license, a notification is sent to the user's electronic cabinet through the "Licenses and Permits" portal about the payment of the intended state fee. The user pays the state fee required by law within 5 working days from the date of receiving the information, according to the code in the notification sent to his electronic cabinet, e-mail address and mobile number through the portal, "ASAN payment" system, other payment systems and terminals integrated into the portal. The payment of the state fee required for issuing a license is confirmed through the "Licenses and Permits" portal, and information about it is transmitted to the user's electronic cabinet in real time. When the payment of the state fee is approved, the license will be issued to the Ministry of Economy no later than 2 working days later
